The butterfly one half open at full throttle at no load (fast idie) is correct/normal.Only when a load is encountered will it open further.The governor does that.Easy to check. Just drive it.Go up a hill,step on the brake.Just put a load on it. If it pops louder and maintains RPM,the gov is working. If the motor slows down and lobors,the governor may be suspect.The governor acctually has a 'two fold' job.It maintains constant throttle operation,keeps the RPM to a safe/normal level. It also maintains rated speed during working conditions. Light pulling-heavy pulling.The governor gives more fuel during those heavy load times,It will decrease the fuel delivered at light load times to maintain RPM.The Governor keeps the engine running at the 'optimum' place.That is why onehalf butterfly at 'fast idle is normal.To allow room for the extra fuel needed at full load conditions.
