I took the throttle rod of the carb when running. I manually moved the butterfly to the open position to see what the governor did. It did really nothing. So I don't think it's the spring.
Inside the governor, everything looks fine, free, and like it dhould work like it's suppose to with the weights, bearing, and fork. The shaft that the for is on is going the right way and the governor spring is facing the right way.
The throttle rod is adjusted a half hole a full throttle. I hit 1000 to 1100 RPMs at mid throttle range. If I go past that, the RPMs will go much higher. I have the rod between the governor and throttle lever rod adjusted almost to full length, when it was shorter, it was worse. Stopping bolts, the one for adjusting full throttle is not long enough to keep me from moving the lever too fast. Again, this is only mid throttle range anyway. They are the correct bolts.
The tractor idles fine. It runs good. I'm at the last issue here I believe. If I can get this problem fixed soon, I can take it to a show this weekend.

To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
