You can't adjust the governed speed by changing the length of the throttle rod. The speed is set by the amount of pull on the spring in relation to the position of the hand lever.
With the hand lever set for idle, the rod should be just long enough to push the throttle plate closed. If you try to over ride the governor, you should feel it try to push the throttle back closed as the RPM come up. If you don't feel this happening, either the rod is out of adjustment, of the governor is not working.
Once you get it to the point you feel it work, set the spring tension so the RPM won't exceed the rated RPM with the hand lever set at full speed.
You can then watch it work. When set for full speed, over ride it back to idle. Release it, the throttle should go wide open until the engine comes up to speed, then the gov will throttle it back to maintain rated RPM.
