Hi, Terry, i have built ponds for people over the years. If you are looking to control water level, use both the spillway and a drain pipe, one thing I suggest is use a T connection with a cap. This will allow you to lower the pond level anytime you want. Another suggestion is to put a couple of loads of rock (about the size of your hand or bigger in the spillway so when the pond does overflow it will not wash away too much of the spillway, yes enough water and it will cut a large ditch in your spillway. Make sure you use a large enough drain pipe at least 8" and cap the top with a wire cage to stop debris from clogging your pipe. Good Luck Steve J
