International 350 Lube

I am not sure how to check the Transmission lube /oil level in my 1957 International 350. There is a small removal vent type opening just foward and above the PTO. I am not sure of it's purpose, what type of lube, or if it has anything to do with transmission lubrication.

One other question, there are, as near as I can guess, 2 types of of load displacing levers to the left and rear of the seat and to the left and rear of the seat at platform level. The tractor has a factory two point hydralic quick hitch with a 3 point top link above the PTO cage. I have moved the two levels and can't seem to tell any difference when pulling a load or disk. Ideas?
