Yes the fiberglass would be what to use grind area down to bare metal first layer using just the resin let it cure good then use the cloth with resin after that. Built several tanks that were used for electroforming largest was 12ft H X 10FT W and 40ft long also some smaller ones like 10x10x30ft 4 total 1/2 steel reinforced. First layer was applied after sandblasting using a primer resin then two layers of cloth and a finished layer resin. Got materials from some outfit in TEXAS followed their procedure held Nickel Sulfamate solution. Electroformed tools made part for things like vert stabilizer on 747,B1 bomber and the B2 skin panels radar dome and many others.
