I get the impression that you're still pretty young Bryce. As you gain knowledge and wisdom and experience with time, you will come to realize that life's not fair, period.
If they still have the boot, odds are it was just a snafu in the returns department. Since it took months for this whole thing to transpire, I would also attribute the price increase to normal annual price increases of everything across the board.
I really don't think they did all that to try to single you out and be mean to you. They may have made $10-$20 of profit off you, if you kept the boots. Not exactly a windfall. I highly doubt they sell that many pairs of that style of boot, and get that many returns, to make it worth their while to manipulate things to take advantage of a mass of people at once either.
Try being sweet and nice to the person on the phone, and you might just be able to talk them into sending you the boots at the old price.
