I've filed complaints against Verizon with both the BBB and FCC.
A gal at our local BBB said they get so many complaints about Veriozon they can't handle them all, so they have to ship them to an huge BBB facility in New Jersey. Not much else happened.
My issue with Verizon is we have wifi with them. Our bandwidth usage gradually increases until we go over our monthly contract and are charged overage fees. We then increase our monthly limit by 2 gigs. Within a couple months, and without changing our equipment or habits, we're above the new max. Imagine that! Same thing over and over. We're now at 18 gigs per month. When I complained to the FCC (they have a link on their website) a dialog opened with Verizon. The last email I got from the FCC said I would be getting a letter from Verizon, and they, the FCC, would consider my case closed. I never did get a letter from Verizon, and, again, nothing has changed. I suspect Verizon's charges are linked to how much competition they have in an area.
I have Glasswire software installed on my desktop, my wife's desktop, and my laptop so I can track how much bandwidth each unit is using. The total bandwidth usage shown by Glasswire is rarely more than 2/3 to 3/4 of what Verizon's bill shows.
