JD 50 clutch stuck engaged

My "50" has a strange clutch problem. It sometimes will not disengage (which is very disconcerting when you are heading for a solid object like a barn wall. Don't ask how I know). I have put in new discs and adjusted the linkage so it takes the recommended 40-80 lbs. to "snap" in. It will freely operate back and forth when the engine is stopped.
But when running, I can yank back on the lever to where the pulley brake is dragging, but the clutch stays engaged!
What is sticking here, the three operating bolts, toggle bolts, or something else?
