It's hard to tell from the story how much he actually owes you for the work, did he actually agree to the $600? Do you have anything in writing, something stating that he owes or paid you? It doesn't sound like you can pester him anymore for payment so maybe if you want your money you might pursue small claims court. Verbal agreements do work, but it might be a little harder to convince the Judge, it's your word against his.
After having a problem with the $400 for trees, I don't know why you kept dealing with him on the $600 for other services. Another problem was the added interest, that not only aggravated the situation, it is also illegal. You can't simply add interest to a loan just because you think you can without having that in the "agreement"
