If pushing the clutch frees it to roll, it is not a transmission problem unless it won't roll in neutral. Then it is more a shift linkage problem. But if it will roll with the clutch down, it is not in 2 gears at once.
At the same time, pushing the clutch will free the engine to turn even if the transmission wont. And that it rolls with the clutch down, in gear, also proves the clutch is not stuck!
Something else to look at, if the transmission or PTO were locked up, and the engine was free, you would see the engine turn just a little and spring back as the slack in the transmission and the shock springs in the clutch compress and rebound.
Do you know any history on it? Could the engine be locked up or seized instead of just stuck?
