Wouldn't the responsibility rest with the farmer operating such broken down equipment? After all, what you are saying is that we should all turn to the government for even more laws, even though they are not good at enforcing the ones already on the books. I repeat, the responsibility belongs to the operator, not the state!
Seriously, do you really think that a responsible person would deliberately operate such a broken down vehicle on public highways? The operative word here is RESPONSIBLE.
Also remember, when the government gets involved, their philosophy is that one size fits all.
