Well, so far, I have missed the mark in expressing myself here. So, I will try again. First thing is that I personally feel that annual inspections are a waste of time. Now, I see that everybody is concerned about the irresponsible one running junkers and hurting folks.
What I do NOT advocate is allowing those running defective equipment on the highways to continue to do so. What I DO advocate is a more effective and comprehensive enforcement of existing equipment requirements.
What vehicle inspection WILL do is to make everybody have a sticker on their window saying that they passed.
What vehicle inspection will NOT do is to insure that all vehicles on the road have good brakes, tires, and steering.
Now, having said that, I suggest a more comprehensive program of pulling the violators off the road. This can be done with spot inspections. The ones with the defective equipment are not hard to spot. They are the ones with the dirty, banged up, and noisy vehicles. Chances are that the ones that will not spend the money to fix a dented fender will also not put money into good brakes or steering. Same for the one with the exhaust falling off and roaring down the road.
Passing more laws like inspection laws is simply "feel good" legislation. Kind of like putting a Band-Aid on a torn off leg. It might make somebody feel good, but it really does nothing significant to address the real problem.
