In the above post I asked you to measure the resistance of the wire (wires and connections to terminals on the wires go bad. An ohm meter reading is not very good at doing what you need to do next.
With it running 2/3 throttle and all wires connected, put the volt meter (with the red wire grounded) and the black wire on the F terminal of the VR. It should read nothing or very little. If it reads more than 6 volts, the regulator is bad. Get a better one From NAPA, or other national USA made VR. Jim
