I first have to say I own and like guns. I agree that this is a mental health issue at its core. Now for the tuff part which I know will not be liked by many. Guns are tools that make people more dangerous. Very easy to get a gun and become competent enough with it to cause major harm. I struggle with wanting more gun regulation, but if only guns capable of three shot and no quick load systems (clips) were available then my hunting would not be greatly effected and people like this guy would have more difficulty killing large numbers of people. Very hard to become skilled enough to kill 50 people with a knife or ball bat. At some point it becomes common sense. Hard to except common sense but still true. Mental health screening by itself is only one level of the solution. Common sense gun control is another level. We need multiple levels of solutions to fix the problem. One level alone will never be enough. Yes I understand that there are a lot of ways to kill people, like driving a car into a crowd, but trying to keep my point simple. I also realize there are hundreds of thousand assault rifles already in existence that could still fall into the wrong peoples hands. We have to start somewhere and regulation on new guns is probably the easy place to start.
