I used to live in Illinois that has a lottery. The people of Illinois backed legalizing the lottery because they were told that profits from the lottery would go to financing education. OK, they got the lottery but none of the profits went to schools because another law allows their government to "re-appropriate" funding elsewhere and that's exactly what their state government did, "re-appropriate" the funds to everywhere BUT the schools. I can't count the number of times while I lived there that bills came up to "fund education" or police and fire or highways or something that the voters were told that if they didn't vote for that schools, police and fire stations and highways would be shutdown, so the voters always did and do it, and every time the funds get "re-appropriated" elsewhere. Happens every time and WE never learn, nationwide.
