Mark, I may be wrong, but I think what those rascals did was use the lottery money for schools, but pulled all of the money that had previously gone to the schools before the lottery was approved. We (the voters) were led to believe that all of the lottery money would go to the schools, but never thought about them (the potlickers) snatching the regular appropriation away. When we (the voters) raised cain, they (the potlickers) told us that they were doing exactly what they promised - but they neglected to say that it wouldn't benefit the schools even a nickel. It was a shell game for sure. I voted against the lottery, although I have bought two lottery tickets in my lifetime.
