IH 354 Information Needed

I am looking at an IH 354, early 1970's model? Good condition, garage kept, used by a local school since new to pull a gang reel mower. No dents, good rubber, gas engine, runs good. 1873 original hours. Is the 354 a good model? I have never sen many of them What are the inherent problems of the model? It is being sold by sealed bid. What is a reasonable price for the tractor?
