Rubber for a rowcrop will run you a bit over $1000. Don't know what you want to do but paint never pulled a plow. It is nice to have pride in a tractor that looks nice and I have some of those but they don't get any more work done than the ones in their work clothes.
Working TA is a asset I think you are looking at $750 or there abouts for parts plus the labor for a double split. That said about the TA there are two kinds of TA's those that are out and those that are going out. If it is fresh or has been well cared for all the better.
If you are using it to move stuff around a fasthitch is also a real asset and as has been said they can be added for much less than a set of tires.
