I have two lines going to this return and the fuel will run through that pump timing window until it only has about an inch of fuel in the bottom of the tank. Just to be on the cheap side I would still check under the valve cover first. This won't cost you any thing but time and maybe a gasket. The tractor haveing a low level return line is why I suspect a leak under the cover. But Diesel Dan has a strong case. Let us know what you find.
