Taking the cap off an having it do that says tank vent is clogged but maybe only a small part of your problem. By the way you should always trouble shoot the moment you have a problem like that. #1 check that you have a good blue/white spark at the center wire and at all the plugs wires that jump a 1/4 inch gap or more. #2 pull the carb drain plug and make sure you have a good steady flow of gas that will fill a pint jar in less then 3 minutes and I in this case bet you will not and f you put that in line filter back on you will still not have it. In line filters are not made for gravity flow system on a tractor. Most in line filters are made to a system with a fuel pump and most tractors are gravity flow. Filters made for gravity flow systems most of them use a small hose/pipe which restrict the flow enough to cause problems
