Well there would not be any way to make the tractor have draft control with an external valve. As for doing it. You can do just about anything with a good machine shop and money/time.
I assume they would get through the transmission housing where the external plate would be for rear hydraulics. The inside would have to be modified so that you could get oil to the lift piston and then oil flow up to the external valve.
The simplest thing would be to fix the factory controls correctly. There where hundreds of thousands of Ford tractors built with that type of lift and control. So the system is very proven. They are not hard to repair IF you make sure everything is in spec. Anything loose or worn and it will not work right no matter how you adjust it.
