First thing to check is the oil level in the trans. I'm assuming that your tractor uses transmission/hydraulic oil, and the hydraulic system uses the tranmission as a reservoir. This is the usual method. If oil is low, there may not be enough to cycle the rockshaft completely. The intermittent nature of the problem might be related to the oil draining away from the pickup if the tractor happens to be on an incline when you're trying to lift the hitch.
