Youtube said I wasn't to have any AC or DC volts. I measured 0 vac and -46 v DC reading and had to reverse polarity. With modem unplugged stress was about 10. When I plugged moden back in, meter made a sound similar to the sound you would hear on radio when this a test from the Emergency Broadcast service. Stress level jumped to 40. I'm guessing it's because the sound modem makes when it receiving digital information.
Now what do you make of the last pic?
What's your diagnosis of my situation? Any suggestions of other test I should run?
