Go to your earlier post. I answered some of your questions there. All your testing should be done with the modem disconnected. The reading your getting when you plug the modem in is perfectly normal and just indicated the modem is working. Yes the sound you hear when you plug the modem in is it making an audible tone you can hear through the meter as it tries to go into sync with the equipment in the central office.
Is the last pic with the modem unplugged? If it is then it suggests you have a short on the line which would go along with a stress reading of 10. The harder the short is the lower the stress reading is likely to be. If you took that reading with the modem plugged in than it indicates nothing. unplug the modem and test again. Hard trouble like short, grounds, or open are relatively easy to isolate once you get the hang of the meter.
With the modem unplugged go to the interface box and disconnect the incoming wire. Retest which wire had the short on it? If its on your side of the interface disconnect the house wires one at a time till you find the one with the trouble. If its on the phone company side theres not much more you can do except call them.
