Me And My Bad Gas

Hey guys, got the 30 gallon drum gas tank off the army truck. OOhWEEE! Did that puppy stink like old pink gas! So I put a bit of fresh gas in there along with a handful of nuts, screws, washers, etc. Started sloshing it all around in there to get the varnish and bigger chunks of junk off the insides, before I started the process of acid-etching and coating the inside of the tank. Well, found out the tank has a few pinhole leaks and in more than a few places! It's not a huge deal since it's just a regular old 30 gal. drum, replacements aren't that hard to find, but there is an extremely neat-o 40's vintage filler spout and cap welded onto the top of the drum that I want and the only way I can get it is to cut it out with a torch or drill and hacksaw it out, both of which present fire dangers. My proposed solution is to fill it up with water two or three times and really flush it out. My only concern is that the gas that originally was in the tank when it was parked 20 years ago had all evaporated and absolutely coated the inside of the tank with powdery residue. If I was to water it out several times, would that gas residue pose a threat of flammability?
