Please do not use flame near any tank that has ever had gasoline in it. It WILL blow. Neither years nor flushing will ever rid the gasoline vapors to the point where flames are safe. The water method you described is also unsafe. There will be some air space with vapors. Do you have access to an old style soldering iron of the type that is heated with a torch? I'm talking about one with a tip about 1 inch square and about 3 inches long, tapering to a point. Once heated these hold heat for a long time and can do a lot of soldering or unsoldering safely on a gas tank. (heat a safe distance from the tank). Have done this many times. If the spout is welded as you say this won't work, but I have seen some that are soldered. Be careful. Doc.
