Ford 2000 Hydraulic pump

Continuing to trouble shoot my hydraulic lift problem. The hydraulic pump is not pumping. Have checked suction line and have oil in sump and can pull it with a vacuum pump. I suspect that either the hydraulic line seals to the pump are bad or the pump needs to be rebuilt. I have the pump off the tractor. Is there any way that I can check the pump to see if it is ok before tackling the rebuild.
