The pin on the axle that has the shifter lever attached needs cleaned. Simply remove the shifter from the PIN on the axle housing and clean with sand paper and oil. If you jack the tractor up and have the linkage disconnected, you should be able to shift the lever in/out with little effort. I converted a tractor to a 2sp axle and learned this from the school of hard knox. Their are other things internal that could go wrong, but this is the first place to look.
