In the mid 1990's when automotive air conditioning was changing from R-12 to R-134, a niece of mine had a 1991 Ford Taurus with an R-12 system that needed servicing. A repair shop in Lincoln, NE told her it was against federal law to service an R-12 system, and that he would be subject to a $10,000 fine if he was caught doing so. He told her all he could do would be to upgrade her system to R-134 at a cost of some $1400. My niece asked me about it, and I told her it was absolute bulls**t, and I could prove it. And I could have.
My niece went to three other repair shops in Lincoln, and they all told her the same story. A large number of repair shops in Lincoln must have all been in cahoots on it. I finally called the owner of a shop that I knew well and he said, "There's nothing illegal about servicing an R-12 system. Send her over, I'll be glad to service it for her".
So she went there and got her R-12 system serviced.
