Somewhat worn chains can be repaired by welding up the links. You need to do it before the links are so worn that they burn away when welding. I just use 6013 rod, hardface rods are very expensive. It takes a while but if you do it yourself and a little at a time it isn't too bad. Have done a few pair. Somewhat loose chains allow the cross links to fall free of the tire and clear snow and or mud, I know if clearance is a problem you can't run them too loose though.
