I would like to see the other side of that, I don't think it is a tube. Looks more like a poor patch job from that side. Not that it matters much. You can weld that with your welder but it will be at the max to do it. As said, grind it down so the rust is gone first. Then I would hammer the side in to close the gap and weld the gap shut. But that advice might change if I saw a pic or two from different angles. 6011 is fine for that, so would 6013 and it is a bit easier to weld with for beginners. 7014 is ok too as long as it's ground clean.
