Your 120 volt welder will need all the help it can get. 6011 is your friend here; not only will it handle rusty steel, it will give deeper penetration with your welder's limited output than pretty much anything else. And once you do the root pass with 6011, you can always use your 7014 for a second pass to make it all purty.
Practice with the 6011 if you haven't used it before; it's not an easy electrode to use. It's often used with "whip and pause" technique; you can google to find plenty of videos about whip and pause. And clean up as much rust on your work as you can before you start.
I'm guessing your electrodes have been lying around for awhile. If they haven't been in sealed containers you should be aware of the effects of moisture content. 6011 (and its cousin 6010) luvs moisture. If you're in a dry climate your 6011 may need to soak in water a bit to work well. Most other electrodes don't do well when wet; if you're in a damp climate you should probably bake your 7014 before you try to use it.
