Have you removed lines/filters/whatever, to determine there is flow from the tank? My later 1660 with Cummins has a "lift" pump powered off the camshaft which also is the hand primer pump. I have replaced it, and it still doesn't supply enough fuel to keep the injector pump happy. Maybe that's because a prior owner installed an electric pump down on the side of the machine, near the primary filter, and the original pump has to draw through the electric pump? [Sometimes when I'm working on the combine I unplug the electric pump so I don't have to listen to it grinding.] I have had the line coming from the tank to the primary filter block up. It's impossible to get at, so I blow back through from the filter, and that fixes it. I have even attached a fitting at one of the extra ports on the filter base so I can blow back through easily.
