In a Management class, a textbook described how, maybe 100 years ago when modern management came into being, a plant had a crew that did nothing but shovel all day. Early in the morning, they might shovel coal into a blast furnace, and by later in the day would be shoveling something light, like oats or flax seeds. They initially used the same shovels for everything.
Then a study was done, and it was determined that 21 pounds was the ideal load in a shovel. So instead of using the same shovel for everything, the shovels and scoops were sized for a load of 21 pounds, and different shovels and scoops were used for different products.
When the crew was using shovels and scoops sized so that whatever they were moving gave a shovel full of 21 pounds, shoveling efficiency increased.
