1950 JD M rpm surging

i bought a JD M that surges at low to mid-range
rpm. I have rebuilt the carb. Also replaced the
points, cond., dist.rotor, plugs and checked
the govenor adjustment. At high rpm the tractor
runs ok. I have not worked on a govenor before,
any suggestions?
