If you have any kind of air leak between the carb and the intake your unit wil be constantly trying to adjust as the air sucked in changes your mixture. It's called hunting, rpms up and down. Not sure if that's what you have. If there's a leak you may be able to hear it or check your gasket with ether or WD40 with the engine running. If there's a leak it should speed up.
