Ford 8n Transmission/Brakes ????

I just went out to this mans house to look at a Ford 8n tractor, and I noticed that when they moved the tractor the right rear wheel just slid, as if it were locked up. The engine appeared to be free, because the pulley in the front still spins free. The tractor currently does not run and has not ran since the early eighty's, how would a person determine whether the transmission is locked up or if it is just the back wheel? What are some of the other major things that would need to be done to make this tractor run, since it hasn't been started for such a long time? Any help or answers would be greatly appreciated.
