Most likely the brakes are locked up with rust from sitting so long. Try some Liquid Wrench on all the brake parts and bushings outside the drum, then pound on the drum while stomping on the brake pedal. Flush out gastank with fresh gas, pull plug on bottom of carb til fresh gas comes out and see if it will go!!!!!!
