Does the truck have vacuum boosted brakes and/or a vacuum two speed axle shift?
How about a manifold gasket leak or possible internal crack in the exhaust pre-heat area?
Are you SURE the gaskets between the body sections are correct and there's no missing or extra holes, or other differences that could cause a idle-circuit leak?
The screw in the lower section is for idle mixture and won't have any effect until the engine is running properly so it will idle down.
Also, I can' tell for sure in the photo, is the stone or stacked brass discs filter present in the sediment bulb?
(We used to have an old KB-5 IN truck and the local FD has an old IH parade truck that both used the B&B carbs and there were a few other old truck around with them so I am no stranger to them.)
