The green lever will push down just as the wear pattern shows. Those tractors have a limiting speed governor. The lever you move at the operators platform controls speed by only allowing the throttle shaft to move until the lever stops it. Any rpm above governed speed is controlled by the other paddles on the cross shaft and throttle shaft. There should also be a torsion spring between the governor cross shaft and throttle shaft keeping them in contact. in the wide open position the paddles should be in contact and the others won't be touching even close. If you search the archives I posted pictures about a 28-44 to banjoman awhile back. I can't find my pictures but they are in the post I just searched it. His picture shows the spring but he has the linkage wrong and mine are further down.
