Are you SURE you have the correct EI unit and magnet wheel, even if numbers on box(es) are correct it wouldn't be the first time things got scrambled around.
If the EI parts are not exactly correct for the application or POSSIBILITY installed wrong somehow and spark occurs when the rotor tip is between high-tension terminals it will acct like what you are experiencing.
I have a "distributor machine" and actually have a number of "test caps" in which I've cut holes to observe where the rotor tip is when spark occurs.
