Way too many starters burned up. You are right about taking voltage readings at all the spots. Started lug is were he should be taking the voltage drop. A 12 volt starter should have a minimum cranking voltage of 9.6 volts. You would be hard pressed to see much more voltage above 10 to 10.5 volts at the starter lug.
Anything lower then the 9.6 volts will increase amp draw and generate heat. Sooner or later the smoke will come out. There are a few tings he can do to find the problem, but this long distance guessing is really just that. We are assuming that the cranking time is kept to the proper time, AND the cooling time following that,
