The engine being hard to turn does sound suspect, but after all this time, if there were something binding the engine, whatever it was would have freed itself up or reared it's ugly head by now! If it were bound so tight the starter couldn't turn it, it would be noticeably underpowered, having trouble idling, and would instantly stop when the ignition was turned off, not coast for a second and settle to a off compression stop as a normal engine does.

Before taking the starter off, do some basic tests. You'll need an analog volt meter.

Scratch a clean spot on the case to hold the ground lead of the volt meter against, hold the other lead to the actual cable that goes into the starter. Not the stud on the solenoid, but the eye of the wire going into the case.

Get the engine warmed up so it will have trouble turning over, pull the coil wire so it won't start, have an assistant crank the engine. The reading will jump up and down as the engine hits each compression stroke, but it should stay up in the 9 to 12 volt range. If it is dropping down to a lower voltage, chances are the starter is not getting the voltage it needs.

Move the test leads to the battery posts, the posts themselves, not the cable ends. Take voltage readings again while cranking. If the readings are considerably higher, there is a weak connection somewhere between the starter and the battery. Could be a bad cable end, dirty/loose connection, bad solenoid contacts. Keep moving the volt meter leads, systematically narrowing down where the voltage drop is, always testing under load. Also feel for hot connections along the way. A hot connection is a bad connection.

If the low voltage traces all the way back to the battery, could be a bad battery. Try a known good battery.

If still low voltage with a known good battery, that is an indication of the starter drawing too many amps, especially if the battery cables jump and get warm.

A starter drawing too many amps can be caused by worn bushings, shorted field windings, or back to something holding the engine back.

Might take a look at the bushings and the inside of the starter in general. Discolored field windings, burned smell, black, grainy brush commutator, especially any that appear a darker color are a sign of a shorted armature.

With that information, you can decide whether to save the starter or go with a new one. Might call the starter shop and get a price from them on a new one. Sometimes they can come up with a better price.

Are you using Ft Worth Starter and Generator? They have good aftermarket prices, not so good on rebuilding.
