I purchased two 34x14 6 rail power adjust rims for one of my tractors, the rims cost $585 each, power adjust are nearly twice the cost of double bevel or loop hole rims
The rims set in my open shed for about 6 months before we were ready to mount them, by then there were several places with rust showing through, we cleaned them off and picked up a quart of paint to give them a good paint job.
It's hard to say how long your wheels have been setting in a warehouse or how many times they've been handled by rolling them around on concrete and gravel or stabbing them up with a forklift.
If they are refurbished used rims they will have rust pits that can be seen even after sand blasting, if no rust pitting they are most likely new rims that have been setting around for a good while
If they actually are used rims they did you wrong
If they are new rims that have set around and been mishandled the return shipping will cost more than a quart of paint
The last few things we purchased weather rims or sheet metal barely had enough paint to give them color so I figure they will need painted regardless of what they look like
