The 15w-40 diesel oil is an excellent substitute. It is better formulated for the old flat tappet engines than the new gas engine oils. Gas engine oils designed for roller cams and emission systems.
As for the gas tank, if it's just dirty or has sat with old gas in it, try dumping it and putting some E85 gas in, along with a section of clean chain, and tumble it around. Remove the fuel valve first so not to break the screen off. Rinse it out, blow it dry, and see what you have.
If it was rusty, you may have a tank that now leaks! But trying to live with a rust flaking tank is a loosing proposition. It will eventually have to be replaced or rebuilt.
On replacing the filter element, it's good you found that! Many people don't. Some are easy to get apart, some have to be cut apart, depends on the design. If it can't be washed out, it will have to come apart, just have to do what you have to do...
