You do not remove the "filter element" from the airbox. It is welded in place permanetly.
That is a Donaldson oil bath air cleaner. How it works is the bottom cup is filled to the marked line with CLEAN oil. When the engine sucks air it sucks it through the oil and the mesh. The oil coats the mesh and the dirt sticks to the oil. When the engine is shut off the oil drains down and washes the dirt into the cup. The oil in the cup should be changed "daily" which assumes the tractor goes out to the field when the sun comes up and comes back when the sun goes down 12-14 hours later.
Now before you get all panicky and want to put a "real" air filter on it, remember the tractor is SIXTY-EIGHT YEARS OLD, and it's had this oil bath air cleaner since it was new. The tractor was operated for 12-14 hours a day for weeks on end in extremely dusty conditions during that time, and it is STILL RUNNING. How awful can this antiquated system possibly be?
If you feel you must clean it, you can flush it out with your favorite solvent, but for what you will run this tractor, there is no need to reinvent the wheel.
