Change the fuel filters and then get all the air out of the system all the way to and including the injection pump. I'm not familure with your tractor but if this does not work look for trouble with the pump. Especially if it has a Roosamaster or CAV pump as a small amout of water in one of these can spell trouble.l(Stuck Plunger in pump) Only fix I know is rebuild.
