I agree with what most people say about fresh fluids and run it hard for a while. Except I would fill the engine crankcase with 5W20 or 5W30 synthetic oil and run it. Most likely the rings are stuck or sticking. A good thin detergentated oil with a good additive package will do more to clean the gunk up than a thicker oil. Put it on a little brush hog and work it hard for a couple hours then drain and refill with a high quality 10W30 and run it some more. If the engine has as few hours as you think it shouldn't burn much - if it does burn oil then go with 10W40 or 15W40.
