starter problem - I think

My IH300 utility won't start. It doesn't have enough crank out of the starter. Battery, cables, ground, and solenoid all ok. I found a dead spot in the starter once that I hand cranked out. It sounds just like a weak battery, even with a new [re-]charged battery. Is this the starter or any other ideas?
